About the Position

Under the direction of the Design Manager, the Civil Engineer is responsible for professional engineering design for civil engineering, capital, and major maintenance construction projects; designs and prepares contract drawings, engineering specifications and cost estimates; and develops, negotiates, and administers construction contracts. Serves as Project Manager for professional engineering work and acts as resident engineer on construction projects; designs, prepares contract drawings, engineering specifications and cost estimates for a variety of capital and maintenance projects. Administers construction contracts; researches, analyzes, and make recommendations on solutions to engineering problems; obtains, reviews and directs the collection of field data (surveys, geo technical investigations, water quality analysis); performs complex engineering design calculations for grading earthwork, utilities, pavement, hydrology, hydraulics, and structures; performs construction feasibility analysis. Coordinates work of consultants, engineers, developers, contractors, and other departments with outside agencies. Makes field inspections of construction in progress; prepares project documents, correspondence, budget analyses and participates in grant application preparation and administration. Prepares, acquires, and administers regulatory and required permits and agreements with other agencies. Performs related duties as assigned.

Minimum Qualifications

  • Education: Bachelor’s Degree in civil engineering from an accredited college or university, and
  • Experience: Four years of civil engineering experience, two of which shall have been at a project management level, and
  • License: Registration as a Professional Civil Engineer with the State of California.

Knowledge, Skills And Abilities

Knowledge of civil engineering principles, materials, and techniques of engineering or construction; knowledge of engineering economics and calculations, including pavement design, hydrology, earthwork, hydraulics, structures, sewage treatment and disposal, water supply treatment and distribution; and cost estimating. Ability to use civil engineering software and computer aided (CAD) drafting; ability to effectively analyze, identify, and recommend engineering alternatives; ability to effectively manage projects and lead others in the performance of complex professional and technical activities. Ability to establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers and park users.

Vacancy Situation

The District currently has one vacancy located in the District’s Design and Construction Department. The hiring pools established as a result of this recruitment will be used to fill the current vacancy and any other vacancies that may occur during the one year life of the hiring pools.

Notification

Selection Process

The application material for all applicants meeting the minimum qualifications will be reviewed by a screening panel to select the best qualified for interview or testing. The District reserves the right to set up a written test, performance test, and/or other assessment devices before or after the interview process. Possession of minimum qualifications does not guarantee an interview or invitation to test. Pursuant to the Federal Immigration and Reform Act of 1986, all applicants who are hired will be required to provide proof of identity and appropriate work authorization documents prior to commencement of employment. The individual chosen for hire must be able to pass a background check and District medical examination prior to employment. The probationary period for this classification is six months.

About the Benefits Package

The District offers a comprehensive and generous benefits package to its regular, full-time employees, the relevant version of which includes: paid vacations accrued at 12 days per year, to start; 13 1/2 paid holidays; paid sick leave accrued at 12 days per year; paid family health insurance (after 6 months of employment), employer pays Kaiser rate or maximum of 135% Kaiser rate for alternative plan; and dental insurance (after 3 months of employment); paid life insurance; and a variety of career and life enhancement benefits such as tuition reimbursement, Credit Union eligibility, confidential family assistance counseling, direct deposit, and paid and unpaid leaves.

The District also offers a generous pension package: the employee is covered under the California Public Employees Retirement System (CalPERS) 2.5% @ 55 plan retirement plan which is integrated with Social Security. CalPERS employees will pay the 1% employee portion, and the District will pay the employer portion. Additionally, the employee may elect to participate in a voluntary deferred compensation program (ICMA), to which the District contributes as well.

Special Conditions of Employment

  • Union Representation: East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in an Agreement between the District and Local 2428. This Union “Agency Shop” agreement requires the payment of union dues (if you choose to join) or payment of an equivalent service fee (if you choose not to join). Currently dues are about $60.38 per month.
  • License: A valid California state Driver License is a condition of initial and continued employment for this classification.
